You open a properties file in the configuration directory, change the property and save your changes. When you restart the server, your changes are ignored. When you reopen the properties file, your changes have disappeared. When you look at the "Last Modified" date of the original file, the date is earlier than the date when you changed the file.
This issue can occur in older text editors. Windows does not permit older applications to save changes to the "ProgramData" directory which is the default location for the Acrolinx configuration directly. Instead, Windows saves the changes in a copy of the file that is created in the following directory:
