With the new STE resources we have two STL rules that are supposed to apply in complementary contexts:
This rule should only apply in PROCEDURE context.
This rule should apply in all other contexts.
The thing is: 'all other contexts' is not as intuitive as you may think. If a sentence overlaps with a PROCEDURE context, it is still regarded as 'in context' if the respective rule is disabled in that context.
On the other hand, if a rule is enabled in a particular context, it is considered 'in context' only if the context completely surrounds the flagged tokens (meaning the entire sentence).
"This sentence may or may not be in procedure context. If this sentence exceeds the STL limits of both rules, still none of them will flag it."
